Connecticut Citizens’ Assembly on Property Taxes Issues Final Report and Recommendations
Property Tax Issues

Earlier this year, a diverse group of about 100 Connecticut residents was constituted as the Connecticut Citizens’ Assembly on Property Taxes (the “Assembly”) to study the property tax system and the municipal services that it funds.  The goal of the Assembly was to bring forward a series of proposed reforms that would be discussed during the current election cycle and considered by the General Assembly during its 2027 legislative session.  The Assembly’s final report and recommendations were issued on October 26, 2026 and can be accessed at https://ct-citizens-assembly.org.

The recommendations contained in the report generally fall into three categories:

  • Spending reforms and cost-saving measures including changes to the Education Cost-Sharing (ECS) Formula, regionalization of schools, consolidation of municipal services, state funding of special education and oversight of unfunded mandates on municipalities.
  • New and redistributed taxes and fees including a millionaire tax, roadway tolls and the redistribution of restaurant and occupancy taxes.
  • Revisions to and reductions of the property tax exemptions currently available to nonprofits, particularly larger nonprofits.

Assembly members plan to actively advocate for these reforms throughout next year’s legislative session in an effort to overcome resistance to many of these ideas which have been raised in prior sessions.
