Overview

The Telecommunications practice at Pullman & Comley offers a wide range of legal services to assist clients in responding to the opportunities and requirements of the telecommunications markets throughout the New England region and the country. This practice incorporates the firm’s extensive transactional and regulatory experience in wireless and wireline telecommunications to provide practical, focused results for our clients. Our attorneys deal with every aspect of telecommunications, including leasing, regulatory proceedings, setting of utility rates, siting and land use, interconnection, environmental law, real estate, taxation, business, project and operational finance and litigation.

Attorneys in this practice have extensive experience before the Federal Communications Commission, the Connecticut Public Utilities Regulatory Authority, the Connecticut Siting Council and the Massachusetts Department of Telecommunications and Cable, as well as similar agencies around the country. We also regularly practice before local zoning, wetlands, and land use agencies with respect to the siting of telecommunications towers and antennas as those agencies determine the balance between the impacts and public benefits of various projects.

Members of the Telecommunications practice represent clients in the siting of telecommunications towers for wireless providers, the leasing of land for towers, the leasing of space on towers, the siting of antennas on towers and on rooftops and the implementation of DAS systems. For wireline providers and customers, we have experience obtaining certificates of public convenience and necessity, negotiating interconnection agreements, negotiating end-user agreements, participating in pole attachment-related rulemaking proceedings, pursuing cost of service dockets at state public utility commissions and responding to complaints at both the local and federal level. Our attorneys also regularly provide guidance on telemarketing issues and responding to complaints involving do-not-call violations.
