Pullman & Comley School Law Attorneys to Speak at the 2025 CABE/CAPSS Convention

Pullman & Comley School Law attorneys Kimberly Catala, Melinda Kaufmann, Zachary Schurin and Mark Sommaruga will present several workshops at the 2025 Connecticut Association of Boards of Education/Connecticut Association of Public School Superintendents (CABE/CAPSS) Convention, which provides board of education members and superintendents opportunities to learn through general sessions and programming.

Kim and Melinda will lead "Title IX, Transgender Students and the Return to the 2020" during the Session A Workshops on November 21 (10:55 a.m.–12:15 p.m.). Their workshop will address recent federal developments, including the U.S. Department of Education’s January 20, 2025 interpretation of Title IX to exclude protections based on gender identity, expression and sexual orientation, and the challenges this creates for districts working to support positive learning environments while navigating new federal guidance.

Zach and Mark will present "How Changes in Washington, D.C. Will Impact Your School District" as part of the Session D Workshops on November 21 (4:15 p.m.–5:30 p.m.). They will explore how the Trump Administration’s significant shifts in K-12 education policy — such as efforts to eliminate or consolidate the U.S. Department of Education and changes in the interpretation of Title IX and other federal laws — may affect local school districts.

Mark will also take part in "Understanding Connecticut’s Freedom of Information Act (Including Recent Updates)" during the Session F Clinic on November 22 (9:35 a.m.–11:35 a.m.), alongside Russell Blair of the Connecticut Freedom of Information Commission. This workshop will clarify open meeting and public records requirements under FOIA and provide updated guidance to help board members and administrators navigate frequent records requests and issues arising at public meetings.
