Monte Frank and Dana Hrelic Address the Rule of Law and Self Government at the Virgin Islands Bar Association's CLE Conference

Pullman & Comley Litigation attorneys Monte E. Frank and Dana M. Hrelic participated as panelists at the Virgin Islands Bar Association’s 2026 CLE Conference on Friday, February 13.

Monte, who chairs the ABA’s Standing Committee on Gun Violence, joined the panel “Democracy, the Rule of Law, and Constitutional Rights in the States & Territories,” which examined how foundational constitutional principles, including democratic governance, representation, and individual rights, operate in U.S. states and territories.

Dana served on the panel “Self-Government in the Territories: Organic Acts, Constitution, and the Courts,” which explored the role of territorial organic acts and constitutions in shaping self-government, political representation, and the balance between federal authority and territorial autonomy.
