Adam Cohen and Mark Sommaruga to Speak on Sovereign Citizens, Testers, and Understanding Connecticut's Freedom of Information Act

Pullman & Comley attorneys Mark J. Sommaruga and Adam J. Cohen will present a workshop entitled “Sovereign Citizens, Testers, and Understanding Connecticut’s Freedom of Information Act” at the 2025 Connecticut Conference of Municipalities (CCM) Convention. 

Adam will discuss issues related to sovereign citizens and testers and how they can affect municipal operations, including the real challenges they pose. He will share examples of recent cases, offer practical tips on how municipalities can identify tactics early, and outline best practices to help local officials prevent disruptions, reduce risk, and maintain control of processes.

Mark’s presentation will cover essential aspects of Connecticut’s Freedom of Information Act, including its implications for government agencies, compliance requirements, and best practices for managing public records and maintaining transparency. He will walk through common FOIA pitfalls, explain how to handle requests related to meetings and records, and provide guidance on strategies and negotiations related to pending FOIA claims.
