Connecticut’s New Brownfields Legislation is Major Step Forward

Pullman & Comley environmental attorneys Gary B. O'Connor, who serves as co-chair of Connecticut's Brownfields Working Group, and Jean Perry Phillips wrote about Public Act 11-141, An Act Concerning Brownfield Remediation and Development as an Economic Driver.  The legislation creates an entirely new program to facilitate the revitalization of brownfields and, as an added bonus, fine tunes existing laws and programs dealing with the environmental investigation and remediation process.  It was unanimously approved by the Connecticut legislature in the spring of 2011.  At no taxpayer expense, it should  help spur economic development, put Connecticut on a more equal footing with its neighboring states and promote the conservation of natural resources.
