Overview

Pullman & Comley represents many governmental and quasi-governmental entities as general counsel or special counsel on a wide range of issues:  government procurement and contracting, including public/private partnerships, and the statutory and constitutional framework within which such governmental entities operate;  collection of real, personal, utility, and other tax delinquencies from individual and corporate debtors;  litigation involving construction contracts, tax appeals, zoning matters and employee claims;  all aspects of municipal labor relations including public sector bargaining;  negotiation of economic development and tax incentives;  condemnation and interpretation and revision of charters and ordinances. 

We serve as municipal and/or bond counsel to the state of Connecticut, various state agencies, numerous Connecticut cities and towns, housing authorities, water authorities, economic and community development corporations, regional service bodies and other governmental entities. We also represent a wide range of individuals and businesses that provide services in the government sector, with specific emphasis on economic development projects and public/private partnerships of government functions.  Also among our clients are police and fire departments and other state and municipal commissions, districts, boards, agencies, authorities and officers.
