PRESS RELEASE: Gary O'Connor and Jean Perry Phillips Join Pullman & Comley, LLC

HARTFORD: Attorneys Gary B. O’Connor and Jean Perry Phillips have joined Pullman & Comley, LLC, the law firm announced today.

Gary joins the firm as a partner based in Hartford and Waterbury.  His practice focuses on environmental, real estate and development matters.  He has extensive experience in all aspects of complex industrial and commercial real estate transactions, particularly those affected by environmental conditions, and in the fields of regulatory compliance, permitting and litigation.   He has worked closely with regulators from DEP, EPA, U.S. Army Corps of Engineers and local agencies on behalf of his private and public sector clients.  He also has successfully negotiated major federal and state grant and loan agreements in connection with large-scale public and private remediation and redevelopment projects.

Gary currently serves as co-chair of Connecticut's Brownfields Working Group, and has been one of the leaders in Connecticut in revising state environmental laws.  He recently served as co-chair of the Environment Committee of Governor Dannel Malloy's Transition Team.  Gary is presently working with the Governor's Office and leadership of the General Assembly to create a comprehensive brownfields initiative in the state. Under his leadership, the Office of Brownfields Remediation and Development has been created, which will serve as the clearinghouse for state brownfield issues.  Gary was recently named one of “Greater Hartford’s Top Attorneys” by Hartford Magazine.  He received his J.D., cum laude, from Boston College Law School and his B.A., summa cum laude, from Boston College. 

Jean joins the firm as an associate based in the Hartford office.  Her practice focuses on the environmental field where she counsels clients on all aspects of environmental laws and regulations  and their impact on real property interests and commercial and industrial businesses and  on real estate and commercial transactions.  Jean has extensive experience with the identification, negotiation, allocation and documentation of risk in complex commercial and real estate transactions, including brownfields and post brownfields properties.  She also has significant experience with regulatory compliance, permitting and litigation issues in the environmental arena.  She works closely with the regulatory community, i.e. DEP, EPA, the Army Corps of Engineers and local agencies, as well as the private consulting community. She manages environmental issues on sites, including providing advice regarding the selection, retention and supervision of consultants.  Jean's client base ranges from private businesses to municipalities and development agencies.  She is also experienced in the field of eminent domain and associated administrative and civil proceedings.  She received her J.D. from Hastings College of the Law at the University of California, and her B.A., cum laude, from the University of Connecticut.
