
T. Scott Cowperthwait’s practice focuses on complex commercial litigation, white collar criminal defense and corporate internal investigations, and cybersecurity and infrastructure protection issues. Scott represents individuals, public, quasi-public and private corporations, federal contractors, and health care providers, pharmacies and pharmacists who are the subjects of state and federal administrative, civil and criminal investigations. Scott counsels clients on a broad range of issues involving health care fraud and abuse, frauds against the government, money laundering, organized crime and racketeering, unfair trade practices, and violations of the False Claims Act, Foreign Corrupt Practices Act, and antitrust and securities laws.
Scott’s practice has also included counseling clients concerning cybersecurity, technology and infrastructure protection relating to critical infrastructure sectors, including telecommunications, transportation, electric power, banking and finance, gas and oil storage and delivery, water supply, emergency services and government operations. Scott is active in several public and private associations focused on sharing information and intelligence concerning national infrastructure and technology issues, which allows him to stay current on critical issues relevant to his practice.
Prior to joining Pullman & Comley in 2006, Scott practiced at a boutique firm which specialized in complex commercial litigation and white collar criminal defense and corporate internal investigations.

- Representation of a pharmacy and its president/owner in parallel state and federal administrative, civil and criminal investigations and proceedings involving fraudulent dispensing and billing practices in violation of state and federal laws
- Representation of an electronic trading services company and corporate executives in parallel state and federal shareholder derivative actions involving fraudulent backdating of stock options
- Representation of information technology company in investigations and civil litigation involving trademark and copyright infringement, and assist state and federal law enforcement officers and prosecutors with parallel criminal investigations
- Representation of a corporation in civil and criminal antitrust litigation involving an alleged price-fixing conspiracy of the publication paper industry
- Representation of a real estate development company in federal action involving fraudulent procurement of a multi-million dollar commercial loan
